Law Journal recently published an article of mine entitled: Network Neutrality
and Consumer Demand for "Better Than Best Efforts" Traffic

I examine the cross-currents of neutrality concerns with
consumers' demand for high quality, full motion streaming of “mission critical,”
“must see” television. Of course gigabit
networks offer a rising tide for all traffic.
I consider instances where tradeoff have to occur.
